Led the DFID Conflict Prevention project into access to justice in: Serbia, Croatia, Bosnia, Albania and Montenegro.
Provided advice on efficiency methods to reform central and local government including restructuring, improving administrative procedures, down-sizing, delegation and de-centralisation.
Conducted ten major projects to introduce modern methods; organisational structures, executive agencies and project /programme management for the Prime Minister's Department. Led project to introduce professional qualification programmes for CMCE and CMC for Prime Minister's Department's Consultants.
Pan Legislative Executives course in UK and senior training for National Assembly. Member of Thai Institute of Management Consultancy Board.
Undertook the seminal feasibility study for the Executive Agency programme for the central government. Produced Output to Purpose Reviews on projects on: Personnel Control and Information Systems; Records Management; and the Executive Agency Programme. Drafted the Project Memorandum for Phase 3 of the Executive Agency programme.
Assisted PwC to introduce of Performance Management Systems in Ministry of Defence.
Advised the Government on policy and implementation on contracting out.
Led a team to conduct a comprehensive defence review of the Ugandan People's Defence Force and MOD; including budget evaluation, procurement, personnel and financial systems. Later advised on introduction of Executive Agencies.
Advised the Cabinet Office on reforms and re-structuring as lead consultant of team to produce the baseline studies prior to a major consultancy. These covered organisation, administrative procedures, right sizing manning levels and recruitment.
Participated in UNDP/VIETNAM Public Administration workshop for the UK DFID.
Devised a comprehensive Manpower Audit/Job Evaluation system for the Brunei Civil Service. Conducted Project Management, Internal Consultancy and Manpower Audit courses.
Designed and ran a Project Management workshop for Ministry of Education.
Conducted Management Consultancy course for the Caribbean Development Bank. Designed a Job Evaluation system plus training for St Kitts Nevis; Delivered a Work Force Planning programme for the Commonwealth of Dominica; Undertook feasibility study into the HRD for the St Vincent and the Grenadines Police Force.

- Conducted Improving service delivery for the Centre for Management Excellence UK.
- Consultantcy:
Conducted 8 open Consultancy courses for Government Exchange/Centre for Parliamentary Studies in Whitehall 2013training over 100 UK senior civil servants.
Ran tailored consultancy courses for the Home Office; The Ministry of Justice and the National Police Improvements Agency. This included mentoring for the CMC award.
Devised and conducted training courses on public administration and Project management for: RIPA Ltd., (both general and for an Albania Government group of senior central government officials and for Malaysian Ministry of Education); ran a public administration course for a Senior Cabinet Office group from Vietnam for ASI.
Assisted British Telecom; Lorien and other UK companies with Public sector marketing. Advised Coopers and Lybrand (now PwC) on an Ethiopian Revenue project.
Conducted projects in the House of Commons -Restructuring for the Serjeant at Arms and Job Evaluation for the Director of Finance and Administration. Undertook a legacy strategy review for the King George's Fund for Sailors, the major UK maritime charity.
